Unfortunately, many foreign countries are overrun with foreigners, most of whom do not even speak English. You run a serious risk of encountering one if you leave the country. Foreigners have also been known to migrate to areas within the United States. Be wary.
1: Don't panic They are probably just as scared of you as you are of them. Sudden movements may provoke them.
2: Find out what they want Communication with a foreigner can be very difficult, especially when they do not speak English. Attempt non-verbal communication.
3: Speak loudly If non-verbal communcation fails, try speaking to them. English, when spoken in a normal tone, can only be understood by persons who are fluent in it. But when spoken loudly or shouted, by saying for instance "WHAT DO YOU WANT" as if you were speaking to a person hard of hearing, it can be comprehended by all....
